Chalky experts..is he a chalky?

I ran across this guy when rearranging my collection and have always meant to ask but never got around to it..

Is this a chalky? To me it looks like it but I am not expert on chalkies. The foal is this white in real life.

Looks like the old chalky white plastic to me, not a painted base coat chalky.
