In their place I would email every subscriber. That does not cost a pence. The PayPal dispute deadline for me is April, so I may as well wait til All Fools Day.
While I can't answer your above questions, I would suggest contacting them yourself to ask them, I'm sure they won't mind
You could always ask for a refund and then, when the magazine is up and running, you can then re-subscribe
